Why can't the payment processor just come to an agreement with OnlyFans to hold back some reserve funds to cover the high chargeback/fraud rate?

Because of your chargeback rate is persistently high enough, the payment networks will cut you off irrespective of processor.
If it was just covering the chargebacks it'd be easy.
